The State of Wisconsin’s Areawide Water Quality Management Planning (WQMP) Program is authorized under Chapter NR 121 Wisconsin Administrative Code. The purpose of the program is to evaluate various means of achieving state and federal water quality goals and standards set forth in the Federal Water Pollution Control Act of 1972.
East Central Wisconsin Regional Planning Commission administers the Sewer Service Area (SSA) Planning Program under a contracted agreement with the Wisconsin Department of Natural Resources (WDNR) in accordance with Section 208 of the Clean Water Act and Chapter NR 110 Wisconsin Administrative Code. ECWRPC is required to review and comment on all sanitary sewer extensions for conformance with the Commission’s areawide water quality management plan.
SSA Planning identifies areas that can be serviced by sanitary sewer due to population projections, projected development, and community growth trends. SSA Planning also identifies environmentally sensitive areas where sewer service should be excluded to protect the community from adverse water quality impacts and to achieve state and federal water quality goals.
